The map below shows a "local" or "small scale" approach to WtE. There are 4 light green circles and 1 dark blue circle. The light green circles show the potential locations of 30,000 tonnes per year WtE facilities. The dark blue circle shows the potential location of a single 60,000 tonnes per year facility. All these locations and sizes of facilities have been decided from the amount of waste arising after recycling from the immediate local areas.
We can see that there is no need for waste transfer stations, since all the waste is delivered locally - also like in the "medium" option. You may have noticed that there is no more than 1 small WtE per district or town. "Local" and "neighbourhood" is described by the dictionary to be at the town or district level
